His powers would still be the same. His powers are based on our solar system's yellow sun, and Earth's gravity. Where he landed on the Earth didn't determine how his powers manifested. He could have landed in Antartica, and his powers would still be the same. How he would have been raised would be different. There was a Graphic Novel called "Red Son", a DC "Elseworlds" comic with the storyline being that Superman's ship landed in the Soviet Union, and how he became Russian's Super Soldier, etc. I haven't read it, but I know the concept.
